Absolutely NOT. This bill would require shoulder-harness-type safety belts in all new school buses.
Having spent 30 years in the school bus business I can assure you that with today’s standards school buses are safer without the shoulder-harness-type safety belts. School bus design, testing and actual accidents prove this truth over and over. The industry standard of compartmentalization is the safest method of protecting students at this point.
The best approach to enhance school bus safety at this point is to require a paid non-driving monitor to control the passengers while the driver only drives.
