Restores paying residents, businesses and government operations with net meters (They have solar arrays on their properties.) the retail rate for any excess power they generate rather than the wholesale rate (less than half the retail amount) at which NV Energy could buy it on the open market.  The rest of us make up this difference, which was calculated to be $315 million/year.  These solar arrays take decades to reach payback status from the original investment, even after the Federal and state subsidies for installation, which are never paid back. They are very poor investments, but if someone wants to install them and pay the full cost, more power to them.
