SB196 mandates that an employer must offer paid sick leave at the rate of 48 hours per year.
It is not appropriate for government to tell a business owner how to run their business.
Certainly in a free society practicing free market economics both the employer and the employee are free to negotiate the terms of employment and agree to a fair accommodation of life’s unavoidable inconveniences. And certainly any hint of a competition for good employees would induce employers to agree to fair terms.
The proponents of ideas like this one never bother to document the need for their suggested “reforms.” They just assume we know.
